Update/workaround:

1. Uninstalled 64-bit version of Microsoft 365
2. Restarted computer
3. Installed 32-bit version of Microsoft 365

I realize that after v973.05 the API installer is supposed to work with 32-bit AND 64-bit Excel, but in my case it doesn't work with the latter and 32-bit is still required.
