In my experience, each ticker only counts 1 towards the permitted total whether it¡¯s running in TWS or the API (or even multiple times via the API).

That would likely indicate that the other ticker requests are being made by TWS. A good test is to disconnect the API, and then do the Ctrl-Alt-= combination in TWS. It will show the number of tickers which you are allotted, and which you are currently subscribed. If the difference is only 1, then that would be all thats available to the API until some are cancelled by removing them from watchlists or scanners.
