This is correct.
The client is irrelevant. If you know the OrderID you can modify or cancel the order.
The IB system is only concerned with the Account, seen thru TWS or the Gateway, and not the individual clients. Relatedly, the restriction on the maximum number of clients (8) is managed by TWS.IBG.
