Then my guess is, it actually IS a high split transmitter and the VCO is not locking as low as you'd like it to (technically OOB). Change your TX frequency to something above 150 and see if it starts

Where is the FM broadcast station relative to the equipment, local or distant? Is the 440 site with the 420 link a repeater with a 420 link receiver or is it a receive site with a link transmitter?
