My Com3 does not have the diode with the 6.8 ohm resistor. The battery -
goes directly to chassis ground.
The 7812 regulator has 13.7 volts at the output pin.

UHF MICOR Station PA's require 1 - 2 Watts of drive at the input port of the PA.
