It is not so much about the radials as it is how much coupling it is to the coax.? Look at the folded dipole antennas.? They do not have radials but make some of the best repeater antennas.??

It is a mobile phone duplexer so the high side (mobile TX) say 459 MHz, has three notch filters that reject the TX noise falling on the low side (mobile RX) 454 MHz. The low side (mobile RX ) 454 MHz
