It is not so much about the radials as it is how much coupling it is to the coax.? Look at the folded dipole antennas.? They do not have radials but make some of the best repeater antennas.??
Ringos are especially bad.? They tend to put the signal at a high angle like up in the air instead of flat out .? They have hardware that loosens up.? They do not even make very good antennas for many simplex operations.
