You can try replacing Q1 first but I think it might be a U1 problem in which case it may be cheaper to try another card from eBay or someone on the list.

So +10V is pretty steady at 10.7V
?
TX OSC +10V reads ~0.2V with no RX (i.e. TX not expected).? When I expect transmit, this reads ~12V then drops to 10.7V when the output power drops.??

Not to mention that if you put a circulator on the packet radio, it will pass transmit, but any receive signal will get ported to the dummy load.

The isolator is likely doing little to keep the FM out of the repeater transmitter.Isolators only provide a significant degree of directivity within a fairly narrow range.Given the wide frequency differential, bandpass filtering is your friend in this case, both as far as your repeater goes as well as the proposed packet station.Given that packet is single-frequency that makes things that much easier.

I have several pieces of galvanized 7-strand steel antenna guy wire that are looking for a new home.? If anyone here wants a piece, I'll bring it with me to my fleamarket space at the Hamvention.

Here is a list of the individual pieces (one of each) and my asking price:
185 Feet of 1/4" - $45
165 Feet of 1/4" - $40
58 Feet of 1/4" - $14
50 Feet of 1/4" - $12
34 Feet of 1/4" - $8
42 Feet of 5/16" - $15

Lengths shown are close, but may not be exact.? I also have several end loops and splicers that work with the guy wire.? Sounds like you are losing your TX OSC Control +10V.? You can watch that line in the fold down tray on the exciter pin header with a volt meter.

If that is is case remove the power supply card and put a clip lead on the cathode side of the red TX LED, reinstall and touch the clip lead to ground.?

If you loose the TX OSC +10, you have a problem with U1 or Q1. If the TX OSC stays steady at +10 with the clip lead then I would suspect Q5 of going weak.
