With the TS-32, I always used a 2 to 10 K resistor tied to B+ for biasing
the open collector switch to create positive logic.
The TS-32's I have used, never falsed.... always worked great. The TS-64
should be no different.

Do you have desense? Could you be getting some of the transmitter's signal
back into the receiver?
I ask this because you stated you are running PL encode all the time. If you
have some transmitter signal getting back into the receiver, it may be
opening up the decoder (cat chasing it's own tail) How would you tell?
Disable the PL on the transmitter for a while.

Seems you might have an interconnect problem though. If the output of the
decoder is not being pulled to one state or the other (with pull-up or
loading resistor) you may be floating your logic to the controller and it
may be falsing.
