RKR1225 repeaters not producing flat audio on pin 11 of the

We have 9 of these repeaters and due to audio quality issues, I
want to
switch the repeaters and links to flat audio. I have struggled with
emphasis and de-emphasis filter paths. Some in the controller, some
are
enabled/disabled in the radios themselves. I have tried to
eliminate it
all by going flat audio. However, the audio links from some of the
sites
are still muddy.

Using a backup repeater I have, I started investigating the issue.
I have
eliminated the de-emph filters on the controller and enabled flat
audio in
the RKR and Astro Spectra (used for the links) for both TX/RX.
However, on
the RKR1225, injecting a signal set for 3KHz deviation to the
receiver, and
varying the tone, the audio level coming from pin 11 on the RKR1225
is 4V
PP at .600KHz and 650mV PP at 3KHz. Seems to be a lot of roll off
at higher
freqs. I would expect the opposite?? Switching back to "EIA" in the
RKR
doesn't seem to change anything. Again, I'm checking the level
right at pin
11 - no controllers in line. Is this some impedance issue? Perhaps a
switching issue inside the RKR1225? Today, going to check the output
impedance spec and see if I can load it to see what difference it
makes.
May try another RKR1225 also.

I've confirmed the modulation of the SM is flat across those
frequencies.
