Butch,
I'm not familiar with the 851, but my first thought would be is
this a repeater that was used?? If so, did you first test it on its
original frequency?? If you moved it too for it may be a PLL tuning
problem.
I don't know if you have to retune the PLL on an 851 if you
move it a lot in frequency.
