A couple of things would be helpful to know. Exactly which pins from the 16 pin connector do you have going where???
What voltages do you have, with and without signal? For this kind of situation always helpful to know the voltages.

Having some issues with my CM300 I bought a RB RIM Maxtrax USB and
I've tried everything. The RB RIM shows up on the USB for the raspberry pi with allstarlink 3 but I can't get the raspberry pi to make the radio TX or RX. I've matched what was on the layout on the website for both the radio and the pi . Any help is appreciated.
