What test equipment do you already have??? You can setup the ICOM to be exactly Out=IN audio wise, and the response is very good (50-3000).?? But you need to set the deviation pots up to do this.? If you have a simple audio oscilloscope, and some other radios with discriminator audio output, you can compare input to output and do this, but it's easier with a service monitor.?? Remember though, the best test equipment in the world is no substitute for the one you have between your ears!?? You have to understand the what and the how it works to improve it!

So now you have a one way or two way cross band repeater.?? Good, but what do you want to do with it??? What problem are you trying to solve??? All I can say is be careful about linking it to someone else's repeater without explicit permission from the owner.?? Some repeater owners may not like or allow it.
