First make sure you the orientation of your replacement 28HC64 is correct in the socket.
Then make sure the SCM is pushed all the way in to the card sockets. They can be a real pain to get seated correctly.

got the replacement parts from digi key today.?
had previously cleaned the board good and it’s been sitting?
out the IC chip and the machine had all lights red tx lock rx lock pa low pa fail and statio fail we’re all RED.?
now system switch is powered on and nothing works.?
