I have had similar issues and all the problems were resolved by replacing/recapping the MSF uniboard, injection filter, IPA and interconnect board. Next is the interconnect board <http://www.repeater-builder.com/motorola/msf/msf-ic-board-cap.html> and this 150 uf 16V cap is usually the main issue with the VCO's going in and out of lock.
