Isolators/Circulators vary. Some are constructed without ability for field tuning. These have a center frequency spec'd at build time with a "broadband tune" of typically +/-10% of the operating freq in MHz. Others will have trimmer capacitors allowing for field tuning. Set for best S21 (Insertion Loss), then trim for best S11, S22 (Port Return Loss). The third adjustment at the reject load will have the greatest effect of S12 (Reverse Isolation) after the others are properly adjusted. The Port 3/Load adjustment shouldn't need much adjustment.

Always be sure NOT to mount these against a steel or other ferrous metal plate. Space by at least 3/8" from any such surface.
