1% capacitors are widely available and not that expensive. Ceramic ones are under a dollar on Mouser. 0.1% ones are a specialty item and are a few bucks each.

I imagine you can craft traceable inductors and capacitors with precision dimensions. But remember they have parasitic reactance so they must be chosen with the instruments test frequency in mind.

freq standard
voltage standard
