MINUTES OF QARC MEETING MONDAY NOV 21 2022 Directors attending: Director President Dave Ackerman VE3UGT Director Vice-President Cameron Hall VE3GVG Director Secretary Bob Moore VE3QWB Director Treasurer Allan Twamley VE3XQV Director (At Large) Dennis Kinnear VA3DWK (via Zoom) Attendance: 21 in the hall, 9 on Zoom for a total of 30. President Dave started the meeting a few minutes after 7pm by welcoming folks to the in-person meeting at the Belleville Sea Cadets building and to others on Zoom. He then asked if anyone had any information on new Silent Keys, but nobody did. He asked for a motion to accept the minutes of the last meeting as printed in the newsletter. Motion by Secretary Bob Moore VE3QWB. Seconded by Brian Williams VA3BRW Carried Dave then asked for a motion to accept the treasurer's report as printed in the newsletter. Motion by Treasurer Allan Twamley VE3XQV Seconded by Brian Williams VA3BRW. Carried Dave then informed us the bill for our RAC club affiliation and insurance is $ 748.56. The amount is based on how many members we have, 78, and the fact that 26 of them do not belong to RAC ( they pay an extra $10 to QARC but QARC has to pay RAC $13 each ) Motion to pay the bill by Bob VE3QWB, saying it was worth it to have the insurance coverage for QARC and it's members. Seconded by Allan VE3XQV. Carried The next item on the agenda is the need for volunteers for communications at the Campbellford Santa Claus parade this Saturday Nov. 26. Helpers are asked to be at the high school by 1pm, parade starts at 2pm. After the parade helpers are invited to go to the Riverview Restaurant. Dave asked for suggestions on where to hold our Christmas get-together. Several places were mentioned, with no decision made. Christmas in July was also suggested. Dave suggested someone pick a restaurant and send an invite to the email group. He had checked with the Dugout, but they wouldn’t take a reservation unless we had a confirmed number and a date. At the October meeting Dave asked how many were interested, only about 3 or 4 were. Although Queen Victoria school is still open, it's days are numbered, maybe a year before it is closed, the new building is being built. We need leads on locations to consider to move our repeater to. Dave asked members to keep their eyes open, contact Dave if you have any suggestions. We would also need contact person information. The old TAS building at Bridge St and Coleman St is now a pub, the tower is still there, but no information about the tower staying there. Matthew Batten VE3ZQW said they were looking into putting up a tower at the Sea Cadets building, power and Internet would be available. Since local bylaws etc have yet to be looked into, this suggestion will be kept in mind. Tim VE3UO informed us he has some 5 volt power supplies donated to the club. He is not sure what use they might be to the amateur world, but if anyone is interested, contact Tim. Bob VE3QWB said for the attention of anyone with a digital scanner, they may have noticed the OPP channels are getting quiet. The reason is they are switching over to the new encrypted system, also more comms are being done over the mobile data terminals in the cruisers. All comms should be moved to the new system sometime in 2023. We took a break at 7:40. Thanks to John Howieson VA3JO, for the drinks and snacks. After the break, Matthew Batten, VE3ZQW, of Belleville Sea Cadets, gave a presentation on how he has been bringing amateur radio into the world of sea cadets in Belleville, and explained how it has spread in Ontario and Canada, and how he has been tasked with the larger scope of what he has been doing locally. QARC MEETING MINUTES 17 OCT 2022 President Dave VE3UGT started the meeting at 7:10pm by welcoming everyone to our first “in-person” meeting since Feb. 2020 and welcome to those joining via Zoom. There were 20 folks gathered at the tables and six more on Zoom, for a total of 26 attendees. He invited everyone to help themselves to the Horton’s coffee and goodies. Executive present: Director President Dave Ackerman VE3UGT Director Vice-President Cameron Hall VE3GVG Director Treasurer Allan Twamley VE3XQV Director Secretary Bob Moore VE3QWB Director (At Large) Dennis Kinnear VA3DWK Dave asked for any information regarding Silent Keys. Gerry VE3APF told us about VE3PSV Shawn Gartle from Cambridge, passed away on Sept. 29. Those on the Ontario Phone Net would know that he was a controller for decades. His obituary can be seen here: https://tinyurl.com/2p8mt686 “Nels was an active member at the Bancroft Masonic Lodge and with the Ontario Provincial Police Veterans Association.” Dave asked for a motion to accept the minutes of the last meeting as posted in the QARC newsletter. Carried Treasurer Allan VE3XQV did not have a report, he was taking in many membership renewals tonight, but told us there was $ 5,422.33 in our bank account. Tim informed us they will be having Halloween Safe Streets in Belleville this year, on a reduced scale. There will be volunteers from Loyalist College students and Community Policing. It runs from 5pm til 8pm, with pizza after. If anyone is available to help or wants more info, please contact Tim. Dave mentioned 2022 is the club’s 75th anniversary and asked for suggestions on what we could do to celebrate it. He mentioned maybe getting members new name tags with a 75th notation on it. A discussion followed. Watch for more information in the future and direct any suggestions to Dave. Secretary Bob VE3QWB received a letter from the CNIB Amateur Radio program asking for donations. They can not accept equipment donations at this time. Bob made a motion that QARC send them the usual $100.00 Seconded by Brian VA3BRW. Carried Bob then said he was working on the paperwork to renew the club’s RAC insurance and Affiliated Club membership, from which we receive a free copy of the TCA magazine. In the past we have sent it to Loyalist College library and then the Belleville Library. Not sure what happened, but we have received the last two copies of the magazine at our mailing address. Brian suggested we have future copies sent to the Sea Cadets, since we are using their hall for our meetings, then made a motion saying that.Seconded by Allan VE3XQV. Carried Dave asked how many members would be interested in having a club Christmas dinner, maybe on the second Wed. of December. Eight to ten folks raised their hands. There was a discussion about a choice of venue. More information will follow. Dave gave us information on QARC having taken over the VE3RTR repeater. Basic Information The RAC Affiliated Club Insurance Program is run by RAC to provide year-long liability coverage to amateur radio clubs within Canada, with rates negotiated to be traditionally much lower than commercial alternatives. Liability insurance can be critical for amateur radio clubs looking to operate in public spaces or use public or privately-owned buildings for events, meetings, or group activity. Information about the program, including more details about coverage and fee structure, is available at http://www.rac.ca/insurance/. Updated application forms have been added to the RAC page detailing the insurance program, located at the very bottom of the page. There have been no major changes to the application process this year. Of the five forms listed on the insurance page it is required to fill out all necessary forms in full; the one form which may be omitted is the Equipment Insurance Form if your club does not intend to insure any equipment against loss and damage. Even if your club has submitted the Club Affiliation Form in the past, a re-submission of this form is also required each year. Please make sure that you have all forms completed and signed before submitting your application, especially if you intend to send your application via physical mail. Missing forms will need to be provided before the application can be submitted to the insurance provider and this will delay the process. Membership Information When filling out the membership form for an application, please list your club's membership as it stood in June 2022. If you do not have access to membership information from that time, then data from current day will also be acceptable. The membership form requires that the status of RAC membership for each person must also be confirmed; if you cannot get confirmation from your members themselves RAC maintains a search tool for our database at the following page: https://www.rac.ca/rac-member-lookup/ On this page you can search by call sign or last name. If a search term returns no results, then they are not considered a valid RAC member. Application Submission RAC recommends that all applications be sent in a digital format to this email address for fastest processing; however, RAC will also accept physical packages mailed to the RAC Head Office in Ottawa without issue. When submitting applications, either digitally or physically, please do not include cheques, credit card numbers, or other payment information; wait for an invoice to be provided by RAC after the application is submitted. Processing, Payment, and Certificate Distribution Now that the application period has been opened we will begin with a period of several weeks where applications are received and processed. We will begin to send invoices for full insurance and club affiliation fees to every applicant starting in late October to early November. 2022 saw many clubs, including some new applicants, acquire insurance coverage through RAC mid-year, or even recently in the late Summer or early Fall. Please note that any and all submissions during 2022 are only for 2022 coverage, and the application process must be completed in full, again, for 2023. Payment be made via cheque, made out to "Radio Amateurs of Canada", and mailed to the head office. If paying by cheque please include a copy of the invoice in your letter. As a digital alternative, RAC also accepts Interac e-transfer requests sent directly to this email address. Insurance certificates for each club are provided to the RAC office by the insurance provider during January 2023, and will be distributed via email to listed contacts immediately upon receipt by the office. I also scanned the card as it originally was and have attached two JPG files. They seemed to work better for me than PDF scans. QSL Card and 2 $! US bills from John Fisher in Mass. USA
And hello again. Also in today's Canada Post mail we received the attached QSL card and two US $! bills to cover postage to send club QSL card back in his pre-addressed envelope I guess. I thought QSL cards were not sent to Field Day contacts. As far as I know, this is only the second time in 8 years that we got one. About 5 years ago I made up one picture with shot of our setup at Eric's "field" and sent it back to someone. Didn't I once see a QARC QSL card ? Here is the offer from Matthew about using the Sea Cadet building. Change to Monday is the only option. I think the only 3rd Monday would be May 24 long weekend. There are about 5 steps into the building. They are in the planning stages of installing a lift. Matthew didn’t mention any cost. Possibly a donation each year. So far our choices are Sea Cadet building Centennial Secondary school library. Loyalist college will only commit to 4 months at a time with renewal just prior to the start of the next booking. Minutes of QARC MEETING 18MAY2022 While waiting to see if any more would be joining, there were a few conversations,Dave started the meeting at 7:55 pm, but there were not yet enough directors to form a quorum. When Mike VA3BKQ joined, we had a quorum and could do club business. Dave had no information of new Silent Keys, and neither did anyone else. Since we did not have a quorum for the March and April meetings, Dave asked for a motion to accept the minutes of both meetings as posted in the monthly newsletters. Motion by Bob VE3QWB, Seconded by Dennis VA3DWK. Dave asked if there was any discussion, there wasn't, so we voted. Carried. Dave then asked for a motion to accept the treasurer's reports also as posted in the newsletters. Motion by Matthew VE3FL. Seconded by Brian VE3HQR. Dave asked if there was any discussion, there wasn't, so we voted. Carried. Our custom is to have the Past President run our elections, so Dave turned the meeting over to Tim VE3UO, also the chair of the nomination committee, to run our election. Tim started by saying we did not have an election last year, or meetings, due to Covid-19. He thanked the executive, all acclaimed last year, who stayed in their positions for the past year. Pete VA3PGB is stepping down as a director at large and Mike VA3BKQ is stepping down as Vice President. Dennis Kinnear VA3DWK said he would let his name stand for Director at large. Dave told us that Loyalist College has informed us that they are doing renovations and have added more night school classes,so could no longer accommodate us for club meetings. He would like to keep meetings within Belleville, found out that the Hastings Prince Edward School Board would rent us the library at Centennial for twelve dollars an hour, so $24 per meeting, so he was looking for any suggestions for possible free locations. Attila VE3KAS said the Trenton radio club used to have meetings upstairs at Smylie's, Your Independent Grocer, in Trenton for no cost. Tim VE3UO mentioned that any place we go, we might be looking at hybrid in-person/Zoom meetings so we would need Wi-Fi access and space for a large group. There will be more discussion about this in the future. Tim VE3UO informed us our June meeting will be a “ Trunk Sale ” event on the Loyalist College parking lot, on Wed. June 15 at 6:30 pm. If it rains Wed. the event will be the next night, Thursday. If it rains then too, the event will be cancelled. Dave VE3UGT said there has been some interest in resuming the Tour of the County foxhunts and asked if anyone is interested in organizing this ? This will be brought up again at a future meeting. He then said regarding Field Day, the car club at Ameliasburg has been tentatively booked. The cost for holding it there will be $ 150.00 for the weekend. More details to follow.
