It is perhaps worth remembering that only brand new rail would have been full nominal height. As it wore, and on narrow gauge railways its was probably allowed to wear quite a lot before replacement was considered necessary because of the low speeds, the height would have reduced quite a lot so code87 rail should be quite acceptable provided that the head-width wasn’t to far out (although there would have been wear there too).
