Surely David has found the really important aspect in the text he rendered as bold.

The design of permanent way is determined by the traffic to be carried by the railway - in terms of weight of materials to support the loads - and in terms of the vehicles that are expected to run over it.

That is why there is such variation when one examines old, or even recent, photographs.
