One more parameter to look at. After a reset and/or new from the factory the baud rate for HF packet is set at 0. This disables Packet at Port 1 of HF.
I encountered this and there were no LED's even lighting up on the front panel bar graph in this situation.
I gave the command HBAUD 300/1200. This sets the HF baud rate at 300 and VHF at 1200.
