Yes AL values of commercial toroids do vary quite a bit. I have found the need to add or subtract one or two turns to get the correct inductance values. Each mix is designed for a certain frequency

Be aware that PL259 / SO239 connectors are NOT impedance controlled! They are NOT appropriate for use at 70 cm! Even at 2-meters, they will introduce measurable loss in mismatches. They're OK for HF,

They recommend 2 100 ohm in parallel to reduce the stray capacitance that will distort the higher frequency results.
