Not really - or at least quite poorly.

I don¡¯t know if it supports a span of zero, so can act as a signal
generator, but I suspect that it does.

The output power is unlikely to be well known or consistent with frequency.
It has no way to control the output power, so you would need an external
adjustable calibrated attenuator.

So in summary, I would not consider it very good for the job, but it is
probably usable if you have the right parts.

I have not looked, but I suspect that you could buy a Chinese signal
generator, with adjustable output, for less.

You do need a signal generator that¡¯s well shielded in order to make tests
on receivers. That might screw up your chances with a Chinese unit.
