That entirely depends upon the VNA and what version firmware running on the
VNA.
The Latest firmware for the Nano_VNA-F can give the following levels that
are adjusted via menu selection.
Main Menu
Config
More
Power Level
+1 dBm
-1 dBm
-4 dBm
-10 dBm

Those are the only levels available in the menu selections.

Other NanoVNAs such as the H4 should have similar adjustment capabilities.
