That's significantly different than looking at peak voltage, or peak-to-peak voltage, or rms voltage.
peak voltage, like any capacitor input filter.

In the case of a sine wave, this average voltage is the peak voltage (not the peak-to-peak voltage),
and scaling it down by a factor of 0.707 with the 4.7 meg resistor and an assumed
10 meg (roughly) input resistance will then give the rms voltage.
