It has a fresh clean install of Windows. These did not ship with install media, just Google "Create installation media for Windows", Microsoft has a free tool to make a USB drive. The "key" is recorded with Microsoft, the first time it is connected to the internet it is activated. You will have the admins creds. You can easily setup Remote Desktop or VNC, whichever you prefer, to run headless. I am a Linux guy too, these will also run Linux just fine.
