I think it is either FM or Phase Shift Keyed.

Hey Greg, I tuned my SDRPlay to the signal and have engaged a buddy of mine who is an expert in signal processing to see if he can help us decode the signal. He¡¯s in FL so I¡¯ll need to send him an audio file. Do you know if this signal is FM modulated or using something else?
