Not the device, but the connection. Both of you, with different Apple IDs, would be able to track it. You will be able to assign another Apple ID to also follow that tag.
For instance if my wife called me from work and asked me if I could find something she left behind, I would be able to chase it down. If one of us were out of town and unavailable, the one who was home could find it without bothering the primary account holder. Finding a tagged pet (or child) when the person who had the account was unavailable. iOS 17 coming out this fall is reportedly going to allow you to share AirTags between users. That will really make monitoring them as a family a lot easier.

When I set up mine, I was able to google how to set the modem to passthrough and direct it to my non-wireless router. They don’t make it easy, and at one point an update to the modem broke its ability to do passthrough, so it is not without its issues. It works quiet reliably for me these days. I connected two access points in my attic to my router with ethernet. (They also require something to generate the power on the cable, which is easily done with a POE switch or adapters that put power on the cable somewhere in the vicinity of your modem/router.).
If you simply want better wifi, you can also just turn the radios off in the AT&T device and attach your own wifi access point(s) via ethernet. You can also, like L^2, simply add a wifi router downstream from the pass-through enabled ATT device. Lots of options.
