I don't think this supposition is correct.? In simulation of a short-circuited loop with ZERO ohmic resistance, we see that flat frequency response.? In my simple country engineer way of looking at things this makes sense because the loop gets larger (as a fraction of a wavelength) at the same time as its inductance goes up.

Maybe we shouldn't be so surprised that the behaviors seem inconsistent between short-circuited and open-circuited load for a small loop.? Reflections matter.
