I'd say it's both.

You can design something using scientific principles, but there are many ways of implementing it, which is where the "art" kicks in.

Like good art, you instinctively know when you see a good design,
?
Apart from form, function, cost etc. which all have a part to play, there is something else that makes it "elegant".
?
It's knowing what to add in, and what to leave out...
?
OK, that's enough nonsense for today, let's get back to the "nitty gritty"...
