How much cable did you pull out the bottom of the mast before it got stuck? That will give you an idea how far down the end is stuck. It likely be stuck at the entrance to the cable tube however far

My guess is that the small line is a messenger left in there to fish new wire? I would try to walk it back and forth to free it. Probably jammed by the vhf wire! Don't forget to pull another messenger
