Last time I tried such a thing it was necessary to draw what I wanted using Inkscape, then export a high rez bitmap, then use the bitmap import tool which gives a shape on the silkscreen layer.

Hi, I have done footprints with extra copper on the surface. Just draw them on the silk screen layer, then edit by moving them to the required copper layer. I have even copied them over and move them
