You should be able to right-click on an individual part (either symbol or footprint) and select "delete".

To get rid of an entire library, in the main window select the "Preferences" menu and select "Manage Symbol Libraries" or "Manage Footprint Libraries" as appropriate. Highlight the library you want to delete, and click the trash can icon. You can also use the "Preferences" menu of the individual tools, like the schematic editor, symbol editor, etc.
