RIP and Icing Tracks

What is the simplest way to create a RIP track that will select only revenue freight cars and release them after a specific amount of time? Is there a way to limit the frequency of any given car going to the RIP track?
What is the simplest way to create an icing track that will process for pre-icing of cars about to go for loading and toping of loaded cars? Again, specifying loading time.

As far as icing refers, I believe the use of schedules would be simplest way to execute this idea.?

Set up two icing track spurs (using the virtual naming method) that will do the pre-icing and the topping off of loaded refers.? You can use one schedule for both if desired... with specific wait times for each process.
The pre-icing spur would use an "Ice Track schedule" that calls for refers with custom empties.? Have the target of the pre-icing line of the schedule point to the spur for loading (something like Acme Fruit).
The schedule for the loading spur will point the loaded (with custom load of <Fruit>) refer back to the icing track, only this time, to the top-off spur using the same "Ice Track schedule".? In setting up the top-off spur, mark the box to disable load change (under Load Options), and the <Fruit> will stay in the car.? Leave the Destination column blank and the loaded refers will be auto-assigned by the program to various locations (as your setup might allow).? This all might look like this...

You should be able to utilize this kind of setup for any refer movements you want, but you'll need to adapt the details for specific route flow...
