I have not been following this closely, but going over all the posts on this
subject I don't see a list of you jumper settings anywhere. Can you list all
the jumper settings as maybe you have a fatal combination that works ok with
RRCntl but not JMRI.
Obviously your LocoBuffer is not dead if RRCntl can both monitor and
select/control a loco. Maybe JMRI is a little more exacting about hardware
handshake or command echoing than RRCntl.
Also while you are at it, what sort of RS232 cable are you using? Do you
know the cabling pinouts for that as well?
There are not that many variables to play with here so an answer must be
close!

Jon:
Just tried setting the locobuffer to MS100 mode, but it did not work.
Unless you have to change the pin setting to 2 &3 or some such.

Wendell,
The following was posted on the Loco_Net hackers group.

laptop
and to the Loconet.
Lights flash properly, the JMRI software monitor can show traffic on
Loconet.
The RRctrl program is able to grab a loco and control it.
However, the DecoderPro software is unable to do any programming. It
keeps giving a message about being unable to contact the control
station.<

I tried putting the Locobuffer into MS100 mode, and set the DecoderPro
to talk to an MS100. With these settings, it worked!!!!!<
You might try the above.
