I would think a Nixie display would display "A" or "P" in much the same way as a "7-segment" LED, bu using the existing appropriate segments in a way that does not encode for a digit. (They would not be likely to add neon to get "specialty" forms, as the cost would likely be rather high.)

The Pragotron, another I¡¯d really don¡¯t know.
This would pr probably "just" be a couple of "flippable" cards, with "A" or "AM" (for English) on one card-set, and "P" or "PM" on another card-set. For JMRI, it would be just another gif or png file for each image, kinda like the volt/current meters do.
