Considering that JMRI has the hooks for dealing with 12 vs 24 hour time since some of the systems it ties to knows of both time formats, it shouldn’t be hard of the programming side.

But as others have pointed out defining how it will look is really the harder part. Example the dial clock does it via a small AM or PM on the dial face. Once a definition is stable, the implementation shouldn’t be too much work for somebody.
