It is not particularly surprising to me that a "bar code" reader might have a separate USB "Type-A" power-only connection, plus a more-traditional DB9-type RS232 connection. This is a not uncommon thing -especially for "Point-of-Sale" (PoS) accessories, which often support "older" communication schemes, like RS232 via a DB9 connector.
The "EV-X821T-RS232" device _seems_ to provide a "USB Type-A" plug for power, plus a female DB9 for communication, per info found on a web search.
I do not trust any of the web sites discussing it, so I was unable to search-out detailed technical info...
