You are changing speed or stopping using speed profile and it failed to compute a stopping plan.
This is normally cuased by a too greater change in a short period or distance, or the converse where you are making a tiny? change in speed over a long distance or time or a speed profile that makes no sense (a sawtooth curve) .
SSL can cause radical speed changes over short distances as it wants signals at every block change and finish up going from gren to caustion to stop a few inch.
Check the shape of the speed profile, try keeping speeds low. If using 14 or 28speed steps try using 128.
