In simulation mode the panel works well, and after stopping the trains from B9 ClockWise and B6 Clockwise. they restart perfectly.
When the train reachs the end THe train status goes to "Done" and the Section remains in "Forward", this is correct. The allocation for the occupied section can not be freed until the train is terminated.
As you have TR2 and TL2 both throwing/closing in unison you cannot run 2 trains at once as train cannot exit from b6 while one is arriving at b9, one of them will have the turnout thrown under the train.
You will have to do some fancy stuff with the double Xover as the ssl generated is wrong.
You should not need actions for slowing the train on entry or stop on sensor, the entry speed is set in dispatcher options and the fact that you define a stopping sensor means it will take presidence for stopping the train IF the train needs to stop.
If you are fighting momentum turn it off or use an action on stop -> estop. The stop on sensor active will stop the tain even if its supposed to run continiuosly.
Check your sensors are firing rapidly enough, I have had experience of DCC++ sensors in combination with a pi2/3 running JMRI that the train can be in the next town before it stops.
THe B2 sensor on the layout plan I think should be BD2, since DS107 doesnt seem to do anything.

For testing leave the trains off the layout and set the sensors manually to check if the train goes round and restarts.
