You need to be looking in Device Manager under the 'Ports (COM
& LPT)' section, not the 'USB' section (see attached screen
shot - sorry it's in english!)

I'm assuming you are using USB com port adaptors or the
built-in Arduino port??
Could be a windows issue, I've never really got to the
bottom of how Windows decides what com port number to apply
'automatically' to things, it seems to mostly apply the same
number to any specific device but then sometimes it does
not!
I've found the safest way is to assign a com port number
manually, that seems more likely to 'stick' through reboots
and USB device plugging ins and outs.
Go to:?
Device manager...right click on the com port in
question....Properties...'Port Settings'
tab....Advanced....COM Port Number 'pulldown' list and
choose an unused port and apply it.?
To keep clear of Windows auto port numbering clashes, I
usually go for numbers higher than the number of different
serial devices I'm ever likely to plug in at one time , so
something high teens or twenties.
The above works for me but I don't claim to really know
enough about how Windows works (does anybody?) to know if
there is any science behind it!
As a footnote, I've also had to clear out the Registry
entries a couple of times when too many non-existant Serial
Ports start showing up as "(In Use)" in the Ports
'Pull-Down' list mentioned above.
