Locked Function Panel Function Buttons do not work.

 

I have 3 Athearn Roundhouse F7A engines with Soundtraxx MC1H104P21 decoders.

Function button F0 dose not turn headlight on and off.

When operating engine with my Power Cab I can turn the headlight on and off.

Any ideas?
