To be aboslutely clear, a signal mast "aspect" is given to an engineer or operator. That person must obey the "indication" which applies to the given aspect.
JMRI will _not_ cause any train to stop or go, based solely on a signal mast's "aspect".
JMRI _can_, in some circumstances, with some additional JMRI "features", and all of that feature's configuration, decide that a given train would need to change speed. Those features allow JMRI to effectively implement an "artificial engineer/operator". But those other JMRI "features" are another discussion. This one is about "signals".
