And since you have chosen not to allow Local C/I to C/I moves (option 1 above), you get the following error messages...
Local classification/interchange (Havre Arrival) to C/I (Yard 3) move not allowed
Local classification/interchange (Havre Arrival) to C/I (Yard 1) move not allowed
Local classification/interchange (Havre Arrival) to C/I (Yard 2) move not allowed
Might I suggest going back into your Options settings and checking the first (and second) box to ALLOW Local moves from both C/I tracks and Spurs.? Find this under Tools pull-down menu in the Trains window.
