As for this, it has me stumped.
Those instructions are quite dated (need updating).

Under Notes->Using the Serial Ports you'll see updated notes I've written that replace the procedure you are trying here.
You didn't mention your hardware type but I'm assuming a USB connection. In a very old post you mention NCE Power Pro with a USB-Serial cable.
