I made an image file of my 'working' JMRI so I can easily go back. Then tried 'sudo apt-get dist-upgrade' in lieu of 'sudo apt upgrade'. Autoremove, then a reboot.
WiFi icon steady, and all works perfect! WiThrottle server is automagically discovered and Engine Driver connects easily!
I have no clue why one method would work over the other, but I wouldn't have thought to try it if not for your suggestion. I am very appreciative! Off to do yet another backup!
