Create a route from the ferry to the box or boxes to remove cars from the ferry.? Build and terminate that train to remove all cars on the ferry.? You can use the same route to also reload the ferry if you wish with new cars from the boxes.? Then your local should find the new cars on the ferry and should be able to pull them.? The ferry is just a fancy interchange track.
