Marcus,
I'm going to go with "No" because generally speaking you can neither
install JMRI on your router nor is there a reliable method to make your
tablet "think" the router's USB port is directly inside the tablet.
And if I understand your question correctly, you'd need to do one of the
two to accomplish your goal.
Have a look at Steve Todd's image for a Raspberry Pi instead:
- there you have a little server device with
JMRI installed.
