Locked Max Speed with a QSI, Version 6 (Seeking enlightenment) #speedprofiling

 

I am trying to decrease the max speed on a loco with a? QSI, ver. 6. As discussed in the Comprehensive Programmer, I have set the Vstart to Zero and the Max Volts to One. On the Speed Table page "Use QSI Table or User table in CVs 67 through 94" is selected. The Quantum Speed Table is set to "User Defined Speed Table." Forward and Reverse Trim are both set to "128." No mater how low I drop the curve the locos maximum speed does NOT decrease.
What am I doing wrong?
