I've been doing some testing with various LokSound 5 decoders I have and so far I can't reproduce your fault.
I'm happily changing Row 40 to F28->Volume & Mute, writing changes in POM on my NCE Power Pro system and all is behaving as expected.
Obviously I don't have your Sound Project file to look at in LokProgrammer, but if you could open your original saved roster entry, do a File->Export->CSV file and email that directly to me, that would be very helpful.
